Rio Grande City EDC Names Rosbell G. Barrera as Executive Director


The Rio Grande City Economic Development Corporation (EDC) has appointed Rosbell “Ross” G. Barrera as its new executive director, the organization announced in a recent press release.


Barrera, a retired U.S. Army colonel, brings extensive experience in administration, community engagement, and project management. He previously served as a Veterans Service Officer and worked with the University of Texas Rio Grande Valley’s Community Historical Archaeology Project with Schools (CHAPS) program on restoration efforts at Fort Ringgold.


“We welcome Mr. Barrera to the team,” Mayor Gilberto Falcon said. “His experience and dedication to Rio Grande City make him a valuable asset as we continue to drive economic development.”


As executive director, Barrera will lead the EDC’s efforts to attract new economic opportunities, encourage investment, and support infrastructure development in Rio Grande City.


“I am honored to join the Rio Grande City EDC and serve the community I deeply care about,” Barrera said. “My goal is to build upon the strong foundation already in place and work collaboratively with city leaders, business owners, and community members to ensure the progress and prosperity of Rio Grande City.”


Barrera succeeds Sara M. Hernandez, who had served as interim executive director since February 2024. Hernandez has been appointed assistant city manager for Rio Grande City. The EDC expressed gratitude for her leadership and contributions during her tenure.
